The Rogues' Chests are in the 
Wilderness which is 
Multi-combat. You can be attacked by any player on the server. You will lose your items on death! Only bring items which you are willing to lose.
Warning to all Hardcore Ironmen! While you do keep your items on death, it is treated as a normal pvm death. You will lose your status if you die here!
Rogues' Chests
After achieving Level 99 Thieving, players are able to train Thieving at the Rogues' chest. The chests give good loot (see below) with the best reward being the Hard Clue. Once obtained the Hard Clue, here is the Clue Scroll Guide.
On failure, a player will take damage from opening the chest. Highly recommend having food/Saradomin Brews(4) in your inventory to heal yourself from this failure damage as well as damage from possible players as this is in the Wilderness.
Successfully thieving the chest grants XP which can be heavily boosted by Bounty Hunter and Brawling Gloves (Thieving) making it the fastest XP per hour for Thieving.

Enable/Disable Bounty Hunter
Bounty Hunter can be either be enabled or disabled by talking to Nasthroth in North Edgeville near the Scoreboard.
Location of the chests
Rougue's Chests are located inside the Rogues' Castle in level 54 Deep Wilderness.
One of the fastest ways to get to the chests is teleport (PVP Tele, #4) to Mage Bank. Once you have entered mage bank and are ready to enter the wild, pull the lever on the wall and run east.
